The City of Bloomington Utilities is seeking a MS4 Program Coordinator.
Manages the City’s Municipal Separate Sewer System (MS4) Program. Oversees the Post Construction BMP inspection program. Performs stormwater inspections. Oversees education and outreach campaigns. Oversees the Illicit Discharge Detection and Elimination Program, which includes, but is not limited to, investigating potential illegal discharge, creating reports, maintaining inspection records and files, preparing other documentation, and issuing Notices of Violations and Fines. Responsible for the Good House Keeping Program, which includes, but is not limited to, updating facility SWPPPs, providing employee training, inspecting facilities, and performing internal audits. Implements required compliance programs; provides compliance assistance; and coordinates and provides technical training for staff. Develops appropriate monitoring projects and special studies to characterize water quality and meet regulatory requirements. Develops, implements and tracks quality control procedures related to all areas of the Stormwater Quality Program.
Knowledge, Skills and Abilities
Education/Knowledge – Bachelor of Science in civil engineering, environmental engineering, environmental or physical sciences, or a related field. Strong knowledge of federal and state stormwater regulations.
Skills and Abilities – Excellent communication and organizational skills. Ability to communicate effectively in challenging situations and to resolve conflicts. Ability to work under pressure with deadlines. Skilled in GIS, Microsoft Access, Microsoft Excel and/or similar database management programs. Demonstrated analytical, problem solving, and data analysis skills. Demonstrated ability to work independently with minimal supervision.
Other Requirements – Stormwater training such as Certified Professional in Erosion and Sediment Control (CPESC) or other related certifications or ability to obtain within six months. Valid Indiana driver’s license.
Experience – Three years of experience, required; some experience in stormwater management, environmental permit compliance, and/or water quality monitoring and analysis, preferred.
Salary – $39,489 – $51,337
Hours – Monday-Friday, 8 am – 5 pm
