WUC approved the minutes of the February 18, 2008 meeting.

Stacey Martindale, IDEM, gave a PowerPoint presentation of the Indiana Environmental Stewardship Program

John Hardwick presented a Bill Track report on the 2008 Legislative session prepared by Vince Griffin/Beth Millett.

Art Umble gave a brief presentation on the Water Matters! D.C. Fly-In and shared with WUC the five issue papers to be discussed with our federal legislators at the Fly-In scheduled for April 16th and 17th.  Art and John Hardwick are the IN Section representatives this year.  The five position papers:

Hardwick presented the proposed 2008-09 WUC Budget.  Included are costs for WUC/IN Section to become Associate Members of the Indiana State Chamber in recognition of all the assistance Vince Griffin gives the WUC.   The proposed budget was approved as presented and totals $14,850.00 and a recommendation was unanimously approved to join the State Chamber as an associate member. 

Jack Wittman asked for support from the WUC on a proposal to create Critical Water Planning Districts as a part of the Indiana Water Shortage Task Force.  After a great deal of discussion, the WUC agreed that the concept of the Planning Districts was a good one, but declined to comment on the actual number or boundaries of the proposed districts.

Agency Reports:

Curt Gassert advised WUC that IURC would be proceeding to study Rate Making in order to address some deficiencies they are seeing in recent rate cases where utilities are not realizing the anticipated revenue from approved rates.  IURC has asked that WUC provide a subcommittee to assist in this effort.  Hardwick announced that Phil Smith would lead the WUC side of the effort.  Also on the committee are: Odetta Cadwell, Gary Verdouw (Indiana American),  Mike Borchers (Indy Dept of Water), Jim Scharder, Mishawaka Utilities and John Hardwick, Valparaiso City Utilities.

Odetta Cadwell spoke on IRWA matters.

Stan Diamond gave an update on InWARN.
