Chairman Hardwick opened the meeting.

Attendees previewed a new Indiana Section video prepared to educate the general public regarding the important issues associated with providing safe and plentiful drinking water supplies. It’s available for $25 at district meetings and the annual conference, and can be ordered from AWWA for $35 (to cover shipping and handling). Contact Jim Williams for more information.

Kari Evans presented an update on the Indiana Water Shortage Task Force. 

  • Ten members have been appointed, including state agency advisors. Federal agencies as necessary.
  • Visit http://www.in.gov/dnr/water/water_availability/ for more information about the state of water resources; the current water shortage plan, or to report any gaps in information, etc.
  • Resource notebook covering various aspects of water shortage plan is in development.
  • Topics that will require greater discussion:
    1. Consumptive use: we have previously been using some assumptions about that use, and are not sure that it is really accurate.
    2. Minimum stream flow 
    3. Determining conservation measures and ensuring they are successful (especially in groups that are not traditionally targeted)
  • All activities to update the plan should be complete by July 1, 2009.
  • The underlying idea behind the legislation was to have a true set of priority uses during drought situations. But Evans would like to see this task force could also have some policy discussions about broader water use issues as they arise.

Kari Evans presented an update on Great Lakes Annex 2001

  • All governors signed on to agreement to take efforts within our individual states to pass legislation to adopt and implement the compact. 
  • One of the promises we made to Indiana residents is that we wouldn’t introduce legislation that was just the compact. It would also have necessary implementation and programs. Need to answer those questions before we adopt the compact. 
  • Legislative package planned for 2008 session

David McGimpsey, Bingham-McHale, presented issues related to utility territorial jurisdictions.

Art Umble presented an update on the IDEM Environmental Stewardship Program. Applications are open from Sept 1 for 60 days, then IDEM will work with a municipality if they chose to go through the process. Call Stacy Martindale at IDEM (317-233-5554) for help setting up the program, etc.

John Hardwick and Art Umble have been appointed to the EQSC.

Legislative Advocacy Week is scheduled for the week of November 13. Watch for more information by e-mail and on the WUC Web site  Key issues will likely include:

  • Regional sewer/water districts
  • "No more stringent than” rules

Chairman Hardwick announced that Art Umble will represent the Indiana Section at the National Fly-In, in addition to Hardwick.
