Chair John Hardwick opened the meeting at 1 pm. The Council reviewed the minutes and accepted them. Hardwick handed out the WUC roster and asked members to review. It was noted that Rachel Atz was not included on the roster and that the information concerning Art Umble need to change due to his change of employment. Also noted was no representative of Indiana American was on the Council. Jim Buckler suggested Brad Brown. His telephone number is (314) 991-3404. The discussion turned to "Lobby Week", the WUC program to reach out to state legislators. Hardwick handed out a timeline for the program, which will culminate with the week of October 24-28. Hardwick stated that while we were targeting that week for members to meet with their legislators, members are encouraged to meet with them when it was convenient to the legislator and the member. There will be no legislative agenda in mind. The idea is to take this opportunity to discuss with each legislator that the Indiana Section is the premiere drinking water organization in the state and that the legislators should look to IN Section for drinking water matters. Hardwick indicated that a "fact sheet" will be developed with the assistance of Pat Spence and Tim Baumgartner. It was noted that the fact sheet should include the excellent relationship with IDEM Drinking Water Branch. A suggestion was made that we include in the fact sheet the work that we have done in conjunction with IDEM. Odetta Cadwell volunteered to provide information on this work. Beth Millett, BJM, will coordinate this effort. We will get this in members' hands before their visits. Stan Diamond asked if the WUC would entertain a program of offering assistance for emergency response plans in light of the problems with Katrina. After much discussion, this matter was tabled until Odetta Cadwell can firm up the discussions with Reggie Baker, IDEM Homeland Security Manager, on an educational offering to statewide water utilities security workshops. This may be a good way to address Stan's suggested program. Also, discussed was WUC's involvement in the 2006 Section Conference program. WUC is listed as having one and one half hours for Wednesday afternoon. Since there are already three sessions, WUC efforts at 2005 Conference were not well attended and the normal WUC "go-to" agencies, such as IDEM, IURC, OUCC, etc. were already presenting at other sessions, it was decided that WUC would not provide a session at the conference. Stan did ask that if Reggie Baker wanted this time to discuss the security workshops that WUC will be in charge of the session. Hardwick asked for input for future meetings. It was decided that we would try to get the new Chairman of IURC and the new director of the OUCC to speak future meetings. Hardwick announced that Kate Hollcraft, BJM, is leaving Indianapolis for Nashville, TN. Her last day is September 30, 2005.
